Enforcement Of Punctuality In A Democratic Way In Public Places

Enforcing Punctuality in office Democratic way or Autocratic way

Several managers worldwide believe that enforcing punctuality would enhance the productivity of the organization. With that perception several managers rush to enforce the same without even giving a thought on whether actually it is increasing productivity or efficiency of the organization.

Punctuality means employees adhering to the fixed deadline. That’s it. Managers expect their employees to be strictly to adhere to the time so that they are available whenever they are called upon. Yes when the organization is loaded with work there would be a necessity for the managers to review the progress of work; and hence there would be a strict requirement of punctuality. Their punctuality would compound the benefits and it is absolutely true. But what happens when the organization is not loaded with work? and what happens when managers try to enforce punctuality in an organization which possess less work or in organizations which are imploding under internal contradictions?

Here the enforcement backfires. But how? Take the case of an organization where the work is diminishing and employees are demotivated. Let it be assumed that the organization doing work other than it’s mandated work. Let us assume that there is hardly any interaction between managers and it’s employees. What would happen in such a scenario? Would an autocratic enforcement of punctuality result in enhancement of productivity or efficiency? Or what is the solution for this? Before discussing solutions let us understand the meaning of what an autocratic enforcement of punctuality mean. Prima facie the word autocratic is derived from the word ‘autocrat’ which mean “a despot ” or “tyrannical” or “absolute” etc. In all the definitions for autocrat the common thing is that there is no space for individual opinion or no respect for individuals. But what happens when such autocratic style is used for enforcement of punctuality in organizations which are imploding with issues more serious than punctuality. It just suffocates more. The employees who may be demotivated would find life very difficult in such an atmosphere. Though employees as obedience for the fixed time deadline would adhere but their overall output for the day diminishes. This naturally decreases the efficiency of an organization contrary to the general opinion of managers who think punctuality improves organizational efficiency.

Modern administration particularly the domain of public administration is completely different with that followed in 1950s and 60s. Today the administration if more of development oriented or more precisely people friendly. In such a scenario it is unimaginable to assume the enforcement of punctuality through autocracy. Because that would result in the mass exodus of employees themselves which again hinder the development approach. Hence a more people friendly approach or employee friendly approach should be employed to enforce the office timings. What that means in the above context is if the problems of an organization is different from that of punctuality then those problems need to be sorted out first. Ex: If an employee is not getting his monthly salary on the first day the problem has to be sorted out first before asking or preaching him of punctuality. Similarly if an employee is waiting for his promotion to next higher grade mainly due to the administrative problems the promotion problem has to be sorted out and similarly with infrastructure. If an organization has less work then the first priority is to get the work and make employees engaged with work. Getting work should be commensurate with the capability of employees here again any underestimation of employees would lead to unrest. Once the organization is filled with work orders the adherence to office timings by employees take place without autocracy. And this is what I call a democratic way of enforcement of punctuality.Once employees are busy with work orders the organizational efficiency increases and now managers can ensure the punctuality because of the fullfilment of the requirement of its workforce.

Many times organizations fail in spite of adopting standard management tools just because of neglect in such a small aspect called punctuality. If sufficient thoughts are given to such small aspects then there is a resurgence of a dying organization.

High temperature gas streams exceeding 180 F will prevent the use of standard cotton media in fabric collectors; presence of steam or condensation of water vapor will cause packling and plugging of air or dust packages in fabric and dry centrifugal collectors. Chemical composition can attack fabric or metal in dry collectors and cause extremely corrosive conditions when mixed with water in wet type collectors.

* Characteristics of contaminant.

Chemical composition can cause attack on dust collector elements or corrosion in wet type dust collectors. Sticky materials like metallic buffing dust impregnated with buffing compounds can adhere to collector elements plugging dust collector passages. Linty materials such as dust from textile opener picker and napper will adhere to certain types of collector surfaces or elements. Abrasiveness of many materials in moderate to heavy concentrations such as dust from sand blasting will cause rapid wear particularly on dry type centrifugal collectors. Particles size and shape will rule out certain collector designs. The parashute shape of particles such as “bees wings” from grain will “float” through centrifugal collectors due to their velocity of fall being slower than much smaller spherical particles of the same specific gravity. Combustible nature of many finely divided materials will influence selection of explosion proof dust collectors for such products.

* Methods of disposal.

Methods of removal and disposal of collected materials will vary with the material plant process quantity involved and the collector design. Dry collectors can be unloaded continuously or in batches through dump gates trickle valves and rotary locks to conveyors or containers. Wet collectors can be arranged for batch removal or continual ejection of dewatered material by flight conveyors or draining as a slurry. Material characteristics can influence other problems such as packing and bridging of dry materials in dust hoppers floating of slurry forming characteristics in wet collectors etc.

One of the most efficient type of dust collectors is Electrostatic Precipitator.

The principle of dust collection relies on the ability to impart a negative charge to particles in the gas stream causing them to move and adhere to the grounded or positively charged collector plates. Most precipitators are made for horizontal air flow with velocities 100 to 600 fpm. The collecting plates or electrodes are parallel elements usually on 9inch centers and constructed in various ways including corrugated or perforated plates for rod curtains. The electrode rods are centered between the collector plates. Volatge difference between electrode and plate is 60000 to 75000 volts in most designs. Collector plates of cylindrical shapes surrounding the electrode tod are provided where water is used to wash off collected material and where the gas stream is under high pressure or vacuum.

Removal of the collected material is obtained by rapping or vibrating the elements either continuously or at predetermined intervals. Vibration or unloading usually takes place without stopping air flow through the cleaning cycle.

Pressure drop is low. Collection efficiency is high and nearly uniform regardless of particle size including submicron particles. Space is relatively large and cost is high where small gas volumed below 50000 CFM are involved due to the cost of high voltage electrical equipment. Efficiency is improved with increased humidity of the air stream as a change takes palce in the dielectric properties of the dust. Heavy concentrations on the other hand cause a reduction in collection as the space chatge on numerous particles blankets the corona effect from the electrode.

Electrostatic precipitators have been extensively used in high temperature gas cleaning from equipment such as blast furnaces open heart furnaces and central station pulverized fuel boilers. The chemical industry has many applications including sulfuric acids plants carbon black cement kilns and soda sh from paper mill black liquor furnaces. As voltage setting is close to the sparkover potential application is limited to materials that are not explosive or combustible in nature unless the carrier gas stream is an inert gas.
